‍‍本项目位于广州市南沙区横沥镇灵山尖，未来该区域政府定位为城市综合体、合作配套区、岭南“钻石水乡”示范区。明珠湾起步区依托现有的“五水汇湾、山水相连、三江六岸、南海之门”的自然禀赋和特色水乡岭南文化，以“岭南智慧城市，南海魅力湾区”作为城市建设主题，通过高标准规划、高品质建设综合管廊、地下空间、轨道交通、滨水景观及市政基础设施和城市公共配套服务设施，实现“低碳节能、绿色生态、智慧城市、岭南特色”的设计理念和建设技术标准，打造世界级的高品质湾区。通过结合现状的山、水、谷 、田园、湿地、港湾等景观特点，融入岭南地域文化，结合现代的工程技术，将智慧、生态、休闲、文化等功能要素融入到城市中，打造独一无二的岭南钻石水城。
